Hiring Indonesian Hospitality Staff in Turkey: An Employer Guide

Back to all articles

Türkiye’s hotels and resorts may consider international recruitment when local hiring cannot supply enough suitably experienced employees for a planned season, opening, or specialist operation. Indonesian hospitality professionals can be part of that strategy, but recruitment must begin with employer and role eligibility—not with a promise that every selected candidate will receive a permit.

This guide is written for hotel employers. It summarizes the recruitment workstream from Indonesia and the official Turkish work-permit framework available in September 2026. Rules, criteria, fees, and administrative practice can change, so the hotel should obtain current Turkish professional advice for its establishment and proposed occupations before recruitment begins.

First principle: the hotel needs a lawful work-permit route

A job offer alone does not authorize a foreign national to work in Türkiye. The employer and candidate must follow the applicable work-permit process, and the application is evaluated against current legal and administrative criteria.

Before sourcing, the hotel should verify:

  • The legal entity that will employ and sponsor the workers
  • Workplace registration and financial eligibility
  • The number of Turkish citizens employed by the business and relevant workplace
  • The hotel’s Ministry of Culture and Tourism certification or other required activity documents
  • Whether each occupation is treated as requiring expertise or mastery
  • Salary criteria for the position
  • Whether special tourism, accommodation, spa, or role-based rules apply
  • The intended contract and permit duration

The occupation written in the application must match the real work. A hotel should not use an inaccurate specialist title to avoid criteria that apply to a non-specialist role.

Understand the current employment criteria

The Turkish Ministry of Labour and Social Security publishes the official work-permit evaluation criteria. Under the general employment criterion shown in September 2026, a balance-sheet-basis workplace is normally expected to employ at least five Turkish citizens for each foreign worker for whom it applies.

The same official page includes additional provisions for tourism and accommodation businesses. It distinguishes certain roles requiring expertise or mastery, contains specific rules for massage and spa-related work in qualifying establishments, and explains how non-expertise positions in accommodation businesses are evaluated. Some provisions have their own effective dates and exceptions.

This means a hotel cannot estimate foreign-worker capacity using one headline ratio alone. The establishment type, certificates, Turkish employment numbers, occupation, salary, workplace structure, and application route all need to be reviewed together.

Divide responsibilities before recruitment

International hiring crosses two legal systems and usually involves several organizations. Put each responsibility in writing.

The Turkish hotel employer

The hotel defines genuine vacancies and employment terms, verifies sponsorship eligibility, supplies company and tourism documents, signs the employment agreement, submits or authorizes the work-permit application, pays the agreed costs, and prepares lawful employment, accommodation, and onboarding.

The Turkish legal, HR, or recruitment partner

Where used, the local partner checks current eligibility, confirms documents and occupation codes, supports the E-Permit submission, tracks official requests, and advises the hotel on post-arrival obligations. The agreement should identify whether the partner acts as an adviser, intermediary, or authorized representative.

The Indonesian recruitment and placement side

The origin-country team sources candidates, provides accurate job information, performs agreed screening, coordinates employer interviews, supports candidate documents, and manages placement procedures through the legally required Indonesian route.

Indonesia’s official SISKOP2MI guidance states that overseas placement is facilitated by authorized P3MI companies. Employers should verify the relevant entity in the official P3MI directory.

The candidate

The candidate supplies genuine documents and information, attends assessment and official appointments, reviews the complete employment terms, signs only documents they understand, follows lawful travel instructions, and reports material changes that may affect the application.

How an application from abroad works

Türkiye’s official investment guide describes the main overseas application sequence. The foreign candidate applies through a Turkish embassy or consulate in the country of citizenship or legal residence and receives a 16-digit reference number. The employer then uses that reference for the submission through the E-Permit system. Read the official application guide.

A simplified project sequence is:

  1. The hotel confirms role and employer eligibility.
  2. The employer and recruitment partners agree on the workforce brief and cost responsibilities.
  3. Candidates are sourced, screened, and interviewed.
  4. The hotel issues a complete written offer and required employment documents.
  5. The selected candidate completes the Turkish consular step and obtains the reference number.
  6. The employer completes the E-Permit application and responds to any official requests.
  7. After approval and the required formalities, travel and Indonesian deployment steps are finalized.
  8. The employee enters Türkiye, completes post-arrival obligations, and begins work within the permitted period.

The official guide states that a worker granted a permit through an overseas application must begin work within one month of entering Türkiye and, in any event, within six months of the permit’s start date. Employers should confirm the current interpretation and coordinate travel accordingly.

Prepare the Turkish employer documents early

Requirements depend on the application, but employers may need documents such as the employment contract, company records, recent financial statements, tourism certificate or chamber activity certificate, and information supporting the occupation and salary.

The Ministry provides a current information and documents page for work-permit evaluation. The hotel’s adviser should create a document checklist for the exact legal entity and establishment before candidates begin consular appointments.

Documents should be internally consistent. The company, workplace, position, salary, contract duration, and candidate details used by the recruiter must match those submitted to authorities.

Complete the Indonesian placement process

On the Indonesian side, selected workers may need government registration, a placement agreement, health and psychological documentation, social protection, passport, work visa or permit evidence, employment agreement, and other destination-specific items under the applicable placement scheme.

The official SISKOP2MI FAQ lists the general candidate and placement documentation and explains the procedural stages. Requirements should be checked at the time of each project because regulations and destination arrangements can change.

The Turkish and Indonesian workstreams should be managed in one tracker. A candidate should not be told to travel merely because one country’s documents are complete.

Choose roles using evidence and permit feasibility

Potential hotel recruitment may include food and beverage service, culinary, housekeeping, guest services, spa and wellness, and selected supervisory or specialist positions. However, the legal feasibility and assessment standard must be confirmed for each occupation.

Use practical tests that reflect the job:

  • Room attendants demonstrate cleaning sequence, inspection, and chemical safety
  • Servers demonstrate service sequence, allergy escalation, and guest recovery
  • Cooks complete a role-appropriate food-safety and production test
  • Front-office candidates handle realistic check-in and complaint scenarios
  • Spa candidates demonstrate consultation, hygiene, and treatment technique under qualified assessment
  • Supervisors show scheduling, coaching, reporting, and problem-solving ability

The hospitality screening scorecard provides a structured model. Do not select solely from CVs or informal video introductions.

Give candidates a complete Türkiye employment picture

The written offer should explain salary, legal deductions, service charge or tips where applicable, working hours, overtime, weekly rest, leave, contract duration, probation, accommodation, meals, transport, flights, health coverage, uniforms, and all recruitment-related cost responsibilities.

Accommodation information should include location, room occupancy, facilities, house rules, commute, and employee contribution if any. Seasonal resort locations may offer limited alternative housing, so the candidate needs accurate information before accepting.

Employers should also explain climate, workplace language, guest markets, local living costs, cultural expectations, and the difference between a seasonal resort operation and a year-round city hotel.

Build the timeline around decisions, not promises

No recruiter controls every government processing time. The project plan should separately track sourcing, employer interviews, offer acceptance, Indonesian processing, Turkish consular reference, E-Permit submission, official assessment, travel, and onboarding.

The hotel can reduce preventable delay by confirming eligibility first, preparing corporate documents, interviewing on reserved dates, responding quickly, issuing complete offers, and keeping terms consistent throughout the process.

Budget the complete deployment

The budget may include recruitment and assessment, Indonesian documents and processing, Turkish work-permit and related official charges, professional support, translations, medical requirements, flights, baggage, transfers, accommodation setup, meals, transport, uniforms, and induction.

Official fees should be checked against the current Turkish schedule rather than copied indefinitely into a blog. Our international hospitality recruitment cost guide explains how to build a responsibility matrix and compare quotations.

Protect ethical recruitment and worker welfare

Hotels should know every recruiter and subcontractor in the chain, prohibit undisclosed charges, confirm the lawful allocation of costs, and provide a confidential reporting route. Employment terms shown during recruitment must match the contract and reality after arrival.

Do not retain a worker’s passport except for a lawful, time-limited administrative purpose with consent and secure return. Employees should understand their contract, permit relationship, accommodation terms, grievance route, and access to emergency support.

The IOM guidance for hospitality employers provides a practical framework for due diligence in international recruitment supply chains.

Employer readiness checklist

Before requesting Indonesian candidates, confirm that:

  • Turkish employer and workplace eligibility have been reviewed
  • Every proposed occupation has been checked under current criteria
  • Company, tourism, financial, and employment documents are available
  • Salary, benefits, working conditions, and accommodation are approved
  • Origin- and destination-side responsibilities are documented
  • Cost responsibility is transparent and lawful
  • Interviewers and practical assessments are scheduled
  • The joining date allows sufficient time for both countries’ procedures
  • Arrival, onboarding, and employee-support plans are ready
